S‑19, the appeal is allowed, the decision of the Federal Court of Appeal pronounced on December 9, 1982 ([1983] 1 F.C. 1005n, 45 N.R. 549, 143 D.L.R. (3d) 264) id set aside and the decision of the Railway Transport Committee of the Canadian Transport Commission, dated October 23, 1981, is allowed.
